明慧网成立于一九九九年六月二十一日，六月二十五日正式开通，主旨在于通过直接来自中国大陆的第一手资料，揭露中共对法轮功的迫害，讲清法轮功真相，同时弥补这场迫害给中国大陆大法弟子修炼环境带来的损失。明慧网同时面向三种读者：希望正面了解真相的世人，大法弟子和大法学员，参与迫害的世人。截止到二零零九年四月，在反迫害、讲真相中，明慧网已经在海内外（特别是中国大陆）建立了自己独特的系统，每天在大量发布第一手大陆信息的基础上，提供海内外大法弟子修炼心得交流、海外报道、各类期刊、广播、多语种明慧等等真相信息。
